أزمة المساعدات في غزة: الوضع الإنساني خارج السيطرة وتدمير البنية التحتية يفاقم الكارثة
أعلن برنامج الأغذية العالمي التابع للأمم المتحدة أن الوضع الإنساني في قطاع غزة قد خرج عن السيطرة. ويأتي هذا التأكيد بينما تؤكد وزارة الصحة في غزة أن المولدات الكهربائية تعرضت لتدمير شبه كامل. وتتجسد “أزمة المساعدات في غزة” في معوقات غير مسبوقة تضع حياة السكان في خطر داهم، في ظل استمرار تدهور الظروف المعيشية ونقص الإمدادات الأساسية.
عرقلة إيصال المساعدات وتدمير البنية التحتية
أوضح برنامج الأغذية العالمي أن إغلاق المعابر، والجوع المستشري، واليأس الذي يسيطر على السكان، قد جعلت عملية إيصال المساعدات إلى غزة غير مستقرة على الإطلاق. ويؤكد البرنامج أن السبيل الوحيد لضمان إيصال المساعدات بأمان إلى القطاع المحاصر هو وقف فوري لإطلاق النار.
من جانبها، كشفت وزارة الصحة في غزة أن الاحتلال قد دمر عددًا كبيرًا من المولدات الكهربائية، وكان آخرها قصف وحرق ثلاثة مولدات ذات قدرة عالية. وأضافت الوزارة أن المولدات المتبقية باتت صعبة الصيانة بسبب عدم توفر قطع الغيار، وبعضها مهدد بالتوقف عن الخدمة. وتعمل الفرق الفنية بالمستشفيات بخيارات محدودة لتعزيز إمدادات الكهرباء للأقسام الحيوية، مؤكدة أن أقسام العمليات، العناية المركزة، الطوارئ، وحضانات الأطفال لا يمكن لها الاستمرار دون كهرباء.
مخاوف التجويع وآلية توزيع المساعدات المثيرة للجدل
تتواصل “أزمة المساعدات في غزة” يوميًا، حيث يُسجل سقوط شهداء برصاص إسرائيلي بين صفوف الفلسطينيين الجائعين. الذين يتوجهون لاستلام مساعدات أمريكية من نقاط توزيع تشرف عليها ما تسمى “مؤسسة غزة الإنسانية”. وقد استبعدت إسرائيل الأمم المتحدة ومنظمات الإغاثة الدولية. وكلفت “مؤسسة غزة الإنسانية” – المدعومة أمريكياً وإسرائيلياً والمرفوضة أممياً – بتوزيع مساعدات “شحيحة جداً” في مناطق جنوب قطاع غزة، وذلك بهدف إجبار الفلسطينيين على النزوح من الشمال وتفريغه.
ورغم استئناف محدود لتسليم المساعدات قبل 12 يوماً، وصفت الأمم المتحدة الوضع أمس الجمعة بأنه الأسوأ في غزة منذ بدء الحرب الإسرائيلية قبل 19 شهراً. ورغم ترحيب المتحدث باسم الأمم المتحدة ستيفان دوجاريك بوصول أي مساعدات. فإنه أضاف أن عمليات التسليم “ليس لها تأثير يذكر” إجمالاً، مؤكداً أن الوضع الكارثي هو الأسوأ منذ بدء الحرب. وقد رفضت الأمم المتحدة ومنظمات الإغاثة الدولية العمل مع “مؤسسة غزة الإنسانية”. معتبرين أنها غير محايدة وأن آلية توزيعها تجبر الفلسطينيين على النزوح. وتطالب إسرائيل الأمم المتحدة بالعمل من خلال هذه المؤسسة. التي تستخدم شركات أمنية ولوجستية أمريكية خاصة لنقل المساعدات إلى غزة وتوزيعها بواسطة فرق مدنية في ما تسميه “مواقع توزيع آمنة”.
قيود إسرائيلية تفاقم الوضع الإنساني
تُعاني “أزمة المساعدات في غزة” من قيود إسرائيلية مشددة على الوصول. حيث لم تتمكن الأمم المتحدة خلال الـ12 يوماً الماضية إلا من نقل نحو 200 شاحنة مساعدات إلى القطاع. ولم يتضح حجم المساعدات التي وصلت بالفعل إلى المحتاجين. كما انتقد مسؤولو الأمم المتحدة القيود على نوع المساعدات المسموح بها، حيث أكدت المتحدثة باسم الشؤون الإنسانية بالأمم المتحدة. إيري كانيكو، أن السلطات الإسرائيلية لم تسمح بإدخال وجبة طعام جاهزة واحدة للأكل. بل اقتصرت المساعدات الغذائية على الدقيق للمخابز فقط. وأفاد بعض متلقي مساعدات “مؤسسة غزة الإنسانية” بأن الطرود تحتوي على كميات شحيحة من الأرز، الدقيق، الفاصوليا المعلبة، المعكرونة، زيت الزيتون، البسكويت، والسكر.
وتتم عملية معقدة لتفتيش شحنات المساعدات من قبل إسرائيل، ثم يتم تفريغها وإعادة تحميلها على شاحنات أخرى بعد موافقة العبور من معبر كرم أبو سالم. وتنتظر مئات الشاحنات حالياً تسلم الأمم المتحدة لها من الجانب الفلسطيني للمعبر. وقد رفض الجيش الإسرائيلي يوم الثلاثاء جميع طلبات الأمم المتحدة للوصول إلى معبر كرم أبو سالم. وعندما تمكنت 65 شاحنة من مغادرة المعبر يوم الخميس، عادت جميعها باستثناء خمس شاحنات بسبب القتال العنيف.
تهجير قسري وتوسيع نطاق العمليات
من جانب آخر، ذكر موقع “والا” الإسرائيلي يوم الجمعة. أن الجيش الإسرائيلي قد هجّر أكثر من 250 ألف فلسطيني من مخيم جباليا للاجئين بمحافظة شمال قطاع غزة، نحو ما أطلق عليه اسم “مناطق الإيواء”. ونقل الموقع عن مسؤولين أمنيين إسرائيليين أن هذه العمليات تهدف لمنع عودة المسلحين إلى البنية التحتية.
وتتواصل إنذارات الجيش الإسرائيلي بإخلاء مناطق السكن والنزوح في أنحاء القطاع، خاصة الشمال. ضمن عملية “عربات جدعون” لتوسيع حرب الإبادة. ومن المتوقع أن تستمر هذه العملية لأشهر، متضمنة الإجلاء الشامل لسكان غزة بالكامل من مناطق القتال إلى جنوب القطاع. مع بقاء الجيش في أي منطقة يحتلها. وقد تحدثت وسائل إعلام عبرية في 22 مايو الجاري عن مخطط الجيش للسيطرة على 75% من غزة خلال الشهرين القادمين. وقد نزح الفلسطينيون من مناطق شمال غزة إلى وسط وغرب مدينة غزة. حيث يكثف الجيش الإسرائيلي غاراته ويمنع دخول المساعدات، مما يفاقم المجاعة.
ومنذ 7 أكتوبر 2023، تشن إسرائيل حرب إبادة جماعية في غزة. تشمل القتل، التجويع، التدمير، والتهجير القسري، متجاهلة كافة النداءات الدولية وأوامر محكمة العدل الدولية بوقفها.
إن “أزمة المساعدات في غزة” ليست مجرد تحد لوجستي. بل هي كارثة إنسانية متكاملة الأركان تتطلب تحركًا دوليًا عاجلاً لوقف الصراع وفتح جميع المعابر. وضمان وصول المساعدات الكافية والآمنة لإنقاذ الأرواح في القطاع المحاصر.
